The best bank account to put money in Boston, and withdraw/use them in Kuwait?

I am moving to Kuwait in the middle east, I want to open a bank account where I can have money put in to it every month in Boston, and then I can withdraw and use this money in Kuwait, I want the account to have the lowest fee and I wish to avoid high per transaction fees, can somebody help
