Cab driver unable to withdraw from credit card?

Hello, my dad is a cab driver and he recently dropped off a passenger in San Juan CA. The passenger gave his credit card to my dad but he couldn't withdraw at that moment because his credit card machine in his cab had a low signal. So when he tried to withdraw the money from the credit card number from a closer location after the passenger left, the machine declined. My dad still has his name and number but the visa card company won't release any info about the passenger. Is there any way that he can still get contact with the passenger and inform him about the situation?
