Township Censorship/Slander in Broadcast?

The first rule of a civil suit is to name EVERYBODY and ENTITY involved in the cause, in this case a hypothetical case of slander. Therefore, if a suit were filed, it would name as defendants the person who made the slanderous remark, the mayor, the city council and even the cable company that made the broadcast of the slander possible. I'm playing Devil's Advocate, but that's obviously the mayor's misguided concern. In any council meeting, minutes are kept, and they would reflect the offensive comments anyway, still supporting a lawsuit. I agree that the meetings should remain completely open and broadcast for everyone in your little hamlet to hear. That's called democracy and the price of holding public office. Vote the rascal out when reelection comes up.
